Learner Driving Licence in Delhi

Documents Required for Driving Licence

Those willing to obtain learner licence need to fill the application and submit that along with these documents which are mentioned below:-

  • Form No. 1, 2, 3

  • Recently clicked 3 copies of passport size photographs of applicant

  • Residence Proof document

  • Age Proof document

  • Citizenship Proof document

  • Previously held driving license of an applicant if the application is processing for the transportation vehicle.

  • As prescribed in Rule 32, the fees applicable for that purpose.

Note: - A Gazetted officer or Notary Public attested photo copies of all documents submitted.

Eligibility for Learning Driving Licence

  • Eligibility of Age: At least 18 years.

  • Those in 16 years age group can be considered for vehicles up to 50CC engine capacity and without gear only if guardian or parents’ prior consent is taken.

  • One must have minimum 8th pass qualification and at least 20 years of age for commercial vehicles’ license.

  • One should be well aware of the rules & regulations of Traffic department.

Documents for Residence

Following documents are to be submitted alongside learner application form for further processing:
Attested copies of any of the following documents for Residence proof document-

  • Voter Identity Card

  • Life Insurance Policy

  • Passport

  • Central, state government or local body issued Pay slips.

One may also submit the following documents which are acceptable if submitted besides submitting affidavit that had been sworn before any magistrate or the notary public department.

  • Delhi Jal Board issued Water Bill

  • Electricity Bill

  • MTNL’s Telephone Bill

  • Private sector employees may submit the Pay slips along with their PF Receipts

  • Document of Property Ownership such as Power of Attorney or Registry documents

  • Bank or post office Passbook having clear residential address information

  • Receipt of House tax paid

  • If one is government employee then a Certificate issued from the employer

  • Ration Card

  • District Administration issued Marriage certificate

  • Income Tax Returns documents

  • District Administration issued Residence Certificate

Documents valid for proof of age

  • Certificate from School

  • Passport copy

  • Birth Certificate

  • Issued by any registered medical practitioner of at least Civil Surgeon rank a Certificate of age indication for the applicant concerned

  • Sworn Affidavit by an applicant having been issued by a First Class Magistrate or Executive Magistrate for age proof document.

  • PAN Card

  • CGHS Card

Documents valid for proof of citizenship

  • Issued by municipality or registrar of birth & death office’s Proof of Birth certificate in India.

  • Documents like School Leaving Certificate/Secondary School Certificate that mentions one’s place of birth or nationality details

  • Passport that has place of birth/citizenship/nationality details

  • Issued by an administrative officer or magistrate the Certificate of citizenship/nationality

  • Documents of Residency permit/domicile certificate which state government issues

  • Central or state government issued Grant of patta or lease of property documents

  • The Refugee Registration card that has period details of 1947-1950 duration

  • SC/ST/OBC Certificate  

  • Learner licence application alongside 3 recent passport size photographs attached

  • If applying for commercial licenses then Medical certificate on form 1-A

  • Form No. 1-2-3 as Learner licence form besides 3 photographs attached

  • If it is for private vehicles then self-declaration of medical fitness on form 1

Make sure that you also bring the originals of all those documents whose attested photocopies are submitted.

Rs.30/- for one category
Rs.60/- for two categories
Rs.90/- for three categories 

Criteria/Procedure adopted to Issue Learner License

You are asked to go through a learner test once documents you submitted are verified thoroughly. It is noted that one has to undergo color blindness inspection as well before the learners test. One is asked to appear in the learner test of 10 minutes duration in which several questions of multiple objective types is asked. On has to obtain at least 6 marks for minimum qualification. Once applicant passes the test a learning licence is issued thereafter. The website of this department provides the question bank to be used for reference purpose prior to taking the test. It includes information one the contents of learner's test which focus on traffic rules & regulations to road signs to be known by the learners to obtain their licences.

Expected Time for the Delivery of Licence

Once a n applicant passes the learner examination he/she is issued the learner licence soon after and indeed within 2-3 hours after the computerized test results processing on that particular day itself. An applicant is given another chance after one week in case fail to qualify the learner test.
